In the Name of God, the Lord of Justice and Equality:Declaration of the Formation of the Afghan Women’s Movement in Exile

We, a group of human rights activists and supporters, the resounding voice of Afghan women amidst the darkness of oppression and denial, have come together today to stand against systematic injustice, deliberate exclusion, and the widespread violence perpetrated against women in Afghanistan.

At a time when Afghan women are deprived of their most basic human rights — from the right to education, work, political and social participation, to freedom of movement and expression — global silence is not only unacceptable but amounts to complicity with the oppressors.

We declare:

  • The current situation of Afghan women is a crime against humanity, and it must be recognized as a global crisis that requires urgent attention from the international community.
  • We demand the unconditional restoration of Afghan women’s rights, including the right to education, employment, participation in political structures, and free presence in society.
  • We call on all freedom-seeking, justice-driven, and human rights movements around the world to raise their voices with ours.
    • Our struggle is not isolated; our destinies are interconnected.
  • We believe in transnational solidarity: every voice, every step, and every act of support is a beacon of hope in the hearts of women and girls living under oppression.
  • Silence in the face of oppression is itself oppression. Now is the time to stand, to speak out, and to unite.

Under the shadow of the Taliban’s authoritarian regime, Afghan women are not only denied their fundamental rights, but their very existence as human beings is at risk. For this reason, we Afghan women, alongside justice-seeking movements, call for immediate and alternative actions from the international community and human rights institutions.

Therefore, we, the justice-seeking women of the Afghan Women’s Movement in Exile, demand the following from the international community and human rights organizations:

  1. Recognition of Afghan women’s rights as a red line in any political engagement with the Taliban
    No agreement, negotiation, or international aid should proceed without guarantees for the fundamental rights of women. Women’s rights must not be sacrificed for geopolitical interests.
  2. International legal pressure and prosecution of systematic crimes against women
    We demand the initiation of a case at the International Criminal Court against the Taliban for their misogynistic policies, gender-based discrimination, and crimes against humanity — a case that must not remain symbolic but should be effectively enforced.
  3. Creation of active support structures for women inside Afghanistan
    We call on the international community to establish safe channels and to provide financial, educational, medical, and security resources directly to women — not through Taliban-controlled structures.
  4. Priority acceptance and protection of at-risk and active women as refugees
    Women who have raised their voices in protest and are now under direct threat must be granted immediate asylum and protection.
  5. Establishment of a dedicated committee within the United Nations to monitor the situation of women in Afghanistan
    We demand a permanent mechanism for impartial monitoring, documentation, and reporting on the situation of Afghan women so that this global crisis does not remain hidden.
