In the name of the God of Freedom and Fair Concerns and Demands of P1 and P2 Case Holders Residing in Pakistan : Report by Ahmad Soheil Parto

With utmost respect and goodwill, we address the esteemed media representatives and

attendees of today’s gathering. Our purpose is to convey the primary concerns and

demands of this assembly to our long-standing ally and strategic partner of the Afghan

people over the past two decades; the United States of America.

First and foremost, we extend our deepest gratitude to the host country (Pakistan) for

sheltering the wounded people of Afghanistan, both before and after the collapse of the

previous government.

We are a group of Afghan refugees who, for years, worked alongside institutions, projects,

and missions of our respected strategic partner, the United States, striving for a better

future in Afghanistan, marked by democracy, sustainable economic development, and

lasting peace. Today, through you, the esteemed media, and other international refugee

advocacy organizations, we wish to share our broken voices, those of ourselves, our

children, and our families, with U.S. authorities for the last time.

We are those who fled not only war and tyranny but also sacrificed everything to survive,

clinging to the hope that our collaboration with the U.S. would one day bear fruit. We worked

side by side with them on short- and long-term programs, believing they would materialize.

Following official guidance from the U.S. Department of State, we lawfully entered the U.S.

Refugee Admissions Program (USRAP). Under the direction of U.S. immigration

authorities, we relocated to a third country, fulfilling all travel requirements, and left our

homeland that is now under a regime committing widespread human rights violations. For

over three years, we have endured inhumane and dire conditions in this host country.

With hope and trust, we completed all necessary steps—interviews, medical checks, and

security screenings—even reaching the step of flight ticket issuance. However, with the

new U.S. administration’s suspension of USRAP, everything halted. Our lives now hang in

limbo, devoid of destiny. Since the suspension, four P1 and P2 case holders have died by

suicide, stroke, or heart attack, unable to endure this degrading existence any longer.Our message is clear: If USRAP remains suspended and our cases unresolved, a

humanitarian catastrophe will unfold and that will be beyond control.

Today, our children; the most innocent victims, live without education, healthcare, or

psychological security. They wake up each day and asking, “When will we leave this

place?” Is this the fate they deserve? They have violated no laws; they are merely victims

of war, violence, and systemic human rights abuses in their homeland.

We can no longer endure this precarious, threatening, and uncertain life, nor do we have

anywhere to return. Forced deportation would place us and our families at direct risk of

death, torture, and persecution by extremist groups, given our years of service as

interpreters, analysts, advisors, and partners to U.S.-aligned forces and institutions in

Afghanistan.

After all our sacrifices, do we not deserve to be heard? Must a nation as great as the United

States remain silent in the face of our plight, ignoring our human rights and forgetting us

amid bureaucratic decisions?

We are the most deserving group for protection, relocation, and resettlement, not only due

to our two decades of service but also because of our critical circumstances: no legal

protection in the host country and undeniable risks back home.

Thus, we urgently and respectfully appeal to:

 The U.S. government and its officials, including the newly elected President, the

compassionate and honorable Mr. Donald J. Trump;

 The U.S. Department of State;

 The International Organization for Migration (IOM);

 Refugee rights organizations;

 The United Nations High Commissioner for Refugees (UNHCR) in Pakistan.1. Immediate reactivation of USRAP to resume our lawful and promised resettlement

process, given our current crisis and uncertainty. We call for the immediate relocation of

all P1 and P2 case holders who received their resettlement case numbers in Pakistan.

2. Reinstatement of canceled flights and expedited relocation to destination countries

without further delay.

3. Comprehensive support: Psychological, educational, medical, and legal for us and our

families to mitigate further harm during this fragile period.

4. Immediate intervention by IOM and UNHCR, who possess full details of our cases, to

address our concerns and fulfill their protective roles effectively.

Here, we are crumbling in the shadows of neglect, yet we still believe in humanity and the

endurance of human promises. This is our final vociferation, and that of our families: a plea

for rescue, for life, and for the chance to live humanely and this must be answered by our

powerful two-decade strategic partner, the United States of America.

In hope of urgent action to save thousands of stranded souls in Pakistan.
