Pakistan is implementing a three-phase plan to relocate Afghans residing in Rawalpindi and Islamabad:
1. Afghans with Citizenship Card (ACC) will be relocated immediately.
2. Holders of Proof of Registration (POR) will be gradually returned to Afghanistan.
3. Migrants awaiting resettlement in a third country must leave the region by March 31.
